President Clinton launched the Clinton Climate Initiative (CCI) in August 2006 to make a difference in the fight against climate change in practical, measurable and significant ways. In its first phase, CCI is serving as the implementing partner of the "C40," an association of 40 large, international cities that have pledged to accelerate their efforts to reduce greenhouse gas emissions. CCI is assisting its partner cities to develop and implement large scale programs that directly result in substantial greenhouse gas emissions reductions. We are also expanding the benefits of our programs to additional cities associations and partners.

Responsibilities:

  • The City Director works with Jakarta's regional government (PEMDA DKI Jakarta), its associated agencies (namely Dinas Kebersihan, BPLHD, Kantor Tata Bangunan dan Gedung Pemda[1]), as well as private building owners and operators to identify, develop and implement projects that reduce greenhouse gas (GHG) emissions.
  • The City Director agrees with PEMDA DKI Jakarta on the specific role CCI can play in achieving their priorities, and then ensures that CCI delivers to their satisfaction. The successful candidate will place significant value on the rewards that come from demonstrating climate change mitigation activities that are practical and effective.
  • The City Director manages the city programs, including planning, budgeting, relationships with the government and other key stakeholders, implementation, monitoring and reporting, and expectation management. These programs include, but are not exclusive to (1) solid waste management, (2) building retrofit, (3) the emission tracker, (4) ports and (5) wastewater.
  • The City Director also determines when specialized expertise needs to be made available within the city, and coordinates with the appropriate staff of CCI worldwide to ensure delivery. As a key representative of The William J. Clinton Foundation in Jakarta, the CD ensures that all actions of the city team are consistent with the Foundation's values, and continually strives to strengthen the mutual respect between the Foundation and government.
  • As the senior representative of CCI in the partner city, the City Director is responsible for:
  • Taking ownership of the Foundation's agenda and successfully executing it;
  • Developing and implementing work plans for specific projects which will tangibly result in GHG emissions reductions;
  • Where necessary, building a small yet highly effective team on the ground to pursue the various streams of work;
  • Establishing the appropriate processes and tools for planning, budgeting, reporting, and monitoring progress;
  • Developing trust and strong relationships with key stakeholders in government, at both ministerial and administrative levels, as well as with international agencies, NGOs and donors.
  • Communicating with and reporting to the Country Director, the Regional Director and HQ as required, to ensure the Foundation's capabilities are fully leveraged on the ground;
  • Identifying hurdles to taking action on reduction of GHG emissions, and continually refining priorities and steps to overcome those hurdles;
Qualifications:
  • Fluency in English and Bahasa Indonesia.
  • Demonstrated ability to favorably influence decision-making processes in a diplomatic and collaborative manner.
  • Masters in relevant discipline; MBA; MPA; MPP
  • Minimum 8 years experience in a relevant position involving inter-organizational cooperation and/or negotiation.
  • Experience of working with government.
  • Experience of living and working in South East Asia, preferably in Jakarta or elsewhere in Indonesia.
  • Knowledge and experience related to environmental policy and the energy sector is desirable.
  • Previous project management experience is mandatory.[1] The Sanitation Agency, Regional Environment Management Board and Government's Buildings Management Office respectively.
